A minute-by-minute account of the Il-20 downing shows Israel’s culpability and either its military bosses’ lack of appreciation of relations with Moscow, or their control of commanding officers, the Russian defense ministry said.

“We believe that the blame for the Russian Il-20 aircraft tragedy lies entirely with the Israeli Air Force,” said spokesman Major General Igor Konashenkov, before revealing a detailed account of events leading to the downing of the Russian Il-20 military aircraft on September 17. The plane was shot down by the Syrian air defense units as Israeli’s F-16s effectively used it as a cover during the attack on its neighbor.

Russian forces in Syria will conduct drills in the international waters off the coast of Israel and Syria between September 19 and 26 following the Israeli provocation few days ago which led to the downing of a Russian Il-20 intelligence plane by the Syrian Arab Air Defense Forces (SyAADF).
A released navigational warning map shows that Russian forces will impose a no-fly zone covering most of the area around Israel waters during the drills.

In a report detailing the circumstances surrounding the incident, Russia accused Israel of deliberately misleading Russia on its planned airstrikes, preventing the plane in question from moving to a safe place on time.

An Israeli military delegation has presented Russia with a ‘situation report’ on the downing of the Il-20 plane in Syria, according to the Israeli Defense Force (IDF) press service. The Russian plane was downed on Monday, amid an Israeli attack on the Syrian province of Latakia; 15 servicemen were killed. The Il-20 was likely destroyed by Syrian air defenses by mistake. “Both sides emphasized the importance of the states’ interests and the continued implementation of the deconfliction system,” the IDF statement reads. Apart from shedding light on the plane’s downing, Israel has provided Moscow with evidence of what it calls the “ongoing Iranian attempts to establish its military presence in Syria.”

The Russian president’s spokesman said Friday that President Vladimir Putin had been briefed on what an Israeli military delegation had to share with the Russian Defense Ministry on the downing of its jet in Syria, but stressed a decision on the Kremlin’s next step was premature.
“It is too early to ask about that. You should ask the Defense Ministry,” Dmitry Peskov told reporters in Moscow after a query about the Russian government’s future relationship with Israel.

On Thursday, Moscow hosted talks between representatives of the Russian Defense Ministry and an Israeli military delegation led by the country’s Air Force Commander, Major-General Amikam Norkin. The Israelis brought a 40-page report to shed light on the incident with the Russian Il-20 reconnaissance aircraft shot down over the Mediterranean Sea on Monday. According to them, the materials point to Israel’s non-involvement in the tragedy, Kommersant wrote.
